See an Ext HDD on the Airport Extreme from a Windows PC

I want to be able to see my HDD across my network from both Windows and Mac PCs. My Extreme is connected by ethernet to the router and I have an Express in another part of the house to extend the range. Currently I can not see my HDD on either a PC connected by ethernet to the Extreme or a laptop connected to the Extreme via Wifi or on a Mac connected to the same ethernet as the Extreme.

The drive is 1TB external HDD and formatted as NTFS. It is connected to the newest Extreme (the tall one). The computers that I'm trying to use to see it are:

Win7 Desktop connected via ethernet to the same Extreme

Win7 Laptop connected via Wifi to the same Extreme

Extreme is connected to my home cable/modem/router

Mac Mini connected by ethernet to the cable/modem/router

Extreme is setup to create a new network and the cable router wifi is off.

The drive needs to be connected to an AirPort Extreme base station capable of 802.11n, needs to be formatted as FAT16, FAT32, or Mac OS Extended (Journaled), and may need to be connected through a powered USB hub.

NTFS and exFAT formats are not supported by the AirPort Extreme.
