os x ml server - cant access online user portal for device enrolment

I cant seem to access the online user portal for device enrolment, profile manager etc. I can view the portal from within server app but not from a client machine; neither on the local network or off. After entering the proper url https://server.example.private/mydevices, the request eventually times out and cannot connect to the server.
