You are syncing your entire photo library to the iPad. This has nothing to do with Photo Stream. I assume that you have wallpapers in a picture folder that you are syncing to the iPad. Try this. Enable the sidebar in iTunes 11 by going to View>Show Sidebar from the iTunes menu.
- Connect the iPad to the computer and launch iTunes.
- Click on the iPad name on the left sidebar under devices.
- Click on the Photos Tab on the right.
- Choose the folder from which you want to sync photos in the Sync Photos From drop down menu. Usually on a Mac, you would be using iPhoto.
- Click on albums, folders, events or faces that you want to sync to the iPad. Deselect (uncheck) the folders that you want to remove.
- Click on Apply in the lower right corner of iTunes
Then it won't let me delete them! How do I transfer pictures onto my Mac and delete the pics from my photo stream ????
Import the photos using iPhoto or Image capture and you should be given the option of removing them fro the iPad after importing. This only works for photos in the camera roll.

Try deleting this way. Settings>General>Usage>Storage>Photos & Camera>Photo Stream. Swipe across Pgoto Stream and a red delete button should appear on the right of Photo Stream.
If that will not work, quit the photos app completely, reboot your iPad and then try to delete the Photo Stream again.
Tap the home button once. Then tap the home button twice and the recents tray will appear at the bottom of the screen. Tap and hold down on any app icon until it begins to wiggle. Tap the minus sign in the upper left corner of the app that you want to close. Tap the home button.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

You can use a USB flash drive & the camera connection kit to transfer pics/videos to your iPad from a computer
Plug the USB flash drive (works the same with an SD card) into your computer & create a new folder titled DCIM. Then put your movie/photo files into the folder. The files must have a filename with exactly 8 characters long (no spaces) plus the file extension (i.e., my-movie.mov; DSCN0164.jpg).
Now plug the flash drive into the iPad using the camera connection kit. Open the Photos app, the movie/photo files should appear & you can import. (You can not export using the camera connection kit.)
