It will not recognize any other phone except an iPhone and only when using an app that supports the Personal Area Network (PAN) protocol. You connect the phones through the apps, which would be things like games and photo transfer.

You cannot connect to devices and transfer files as File Transfer Protocol (FTP) is not supported.

The Apple TV does not have Bluetooth, you connect via WiFi.

iOS devices (iPhone, iPod touch, iPad) are not manufactured to connect via bluetooth any any computers or other iOS devices for security reasons. You not being able to recognize any iPhones or Apple TVs via bluetooth is normal.

You can connect your iPhone with your Apple TV by connecting both to the same Wi-Fi network, and following this article http://support.apple.com/kb/HT1551
