You can use the Do Not Disturb setting while your iOS device is locked to silence calls, alerts, and notifications.
This support document http://support.apple.com/kb/HT5463 might give you a little clearer explanation about Do Not Disturb. Not saying Chris CA did not nail it, but I'm not sure you completely understand the purpose and this might help. It silences all notifications depending on what settings you use. In other words, it would not even vibrate.
Unlike putting your phone on vibrate, DND lets you allow certain calls to ring through. It can also be scheduled to turn on and off automatically.
And the screen does not light up.
