The following is a recent issue. Iphone sych with the Icloud is fine Ipad is not. I have followed several suggestions on http://support.apple.com/kb/TS3999 and when I go to the Ipad and I shut off calendar tab in Icloud and turn it back on after a few minutes, synch works but only once. This appears to be a software issue. Any ideas anyone?

Since you didn't state that the problem is with any other app but the calendar, I assume that you are only asking about the calendar. "Syncing with iCloud" includes more than just the calendar.
Are you refreshing the calendar in the calendar app? Tap the Calendars Button in the upper left corner, select the correct calendar and then tap the circular arrow icon to refresh the calendar.
The issue is with Ical, Contacts and Reminders as that is what I chose to Synch. With regards to Ical, yes I have refreshed ICal many times with no resolution.
