I have an iPhone 5 running iOS 6.1.4 using at&t. Every time I switch wifi networks or make a call or turn off cellular data it asks me for my voicemail password!
I remember making one but when I try the password it does not work.

Check with AT&T. They will be able to help you reset the password and get that taken care of on the phone.
Ok I really wish I didn't have to call them, (I kinda hate dealing with tech support). I'm going to try restoring it before I call them tonight.
Restoring won't help. If you get a call and they leave a voicemail, if you have not put the password into the voicemail system for the phone, it will just continue to ask for it. You don't need tech support, customer support should be able to help you.

I can access visual voicemail without the password it's just annoying that it keeps asking me for it.
You can dial 611 on your iPhone and the automated system will reset the password for your Voicemail. When you call, you'll need to follow the prompts for issues with Voicemail and the password. They'll text you a 4-digit code that you enter for the password, and the prompt will stop appearing

My iPhone started asking me for my voicemail password today and it drove me crazy to figure it out I went to my cellar data and turn it on and then I was told I had a voicemail and it did not ask for the password again. I turned off cellular data cause I'm running out of data use for the month.
Is there another solution to have the phone stop asking my password. I do not want my phone to have my voicemail password.

Um, no. If you don't save your password for a feature/function/website/etc., then whenever you go to use that feature/function/website/etc., you'll BhaveB to reenter your password.
If you don't save your password, how is the device supposed to remember it so it stops asking each time?
Why are you so worried about your phone remembering your voicemail password?
I have the same problem for my Wife's phone. We want to keep the password needed to access the phone itself, but we don't want to have to type in the password for each time that she wants to get voicemail.
We have StraightTalk so what we do on the phone to remember the Voicemail password or eliminate the need each time?
As indicated earlier, you need to contact your carrier. They have control of voicemail and its features. They can reset your password so you can finish configuring your voicemail.
