After disabling GPS for camera, it still grabs location. Why?

I have went into location services to disable the location setting for the camera, but my it still grabs location data for certain pictures. I have no idea why and it's making me angry. Is there something I am missing?

iPhone 5, iOS 6.1.4

A great Knowledge Base article that helps with understanding Location Services or GeoTagging is as follows:

Specifically:

You can turn Location Services on or off at Settings > Privacy > Location Service


To stop it altogether you have to reset your Location and Privacy settings and then specifically not allow the Camera app to not use location:


Settings>General>Reset>Reset Location & Privacy.


Once you have done that, then launch the Camera App, select "Don't Allow" when prompted.
