Trying to track down issue while uploading a podcast "We had difficulty reading this feed. Bad http result code: 403"

I'm trying to submit my podcast and I keep getting the following error:

We had difficulty reading this feed. Bad http result code: 403

I can't seem to find any good information on what is causing this
