I just got an Iphone 4 and the songs seem to take up a lot more space, than on my android phone, why?

Did the Android reduce the file size ( quality) of the music when it synced the music?
My guess is that it did.
You can do the same on the iphone if you wish. It is an option in itunes.

On the iPhone Summary tab in iTunes, check "Convert higher bit rate songs..."

Now that I have downlowded all these songs can they be used as ringtones?
Yes and no. The ones that you have downloaded to the phone cannot be, but the tracks in iTunes can be converted to ringtones and installed as ringtones. It's necessary to edit them down to 30 seconds or less, then change the file type to ringtone. If you have a Mac you use Garageband. Apple doesn't provide instructions for Windows, but an Internet search will provide the information you need.
