By "can't turn it on," what exactly do you mean.
When you press the power button nothing appears, screen doesn't flicker at all?
The computer begins to power up, but you get some symbol on the screen and it doesn't go any further?
What type of Mac (model, year)?
When I push the power button nothing happens. No noise and a black screen. The computer is an iMac that I bought a year ago.
Confirm that all power cords are secure and press and hold the power button for about ten seconds. Then release and press again.
If that doesn't start it up, try resetting SMC: http://support.apple.com/kb/HT3964
If that fails, take it to an Apple Store or Service Center. It sounds like the power supply is dead.
I tried holding the power button down for 10 seconds, releasing it, and pushing the button again...without success.
Can't figure out how to reset the SMC since I can't access the computer, so I guess I am going to have to take it in to a service center.

Here are the instructions for resetting the SMC. It doesn't require power.
Problem solved! My surge protector was the problem, not the computer. What a relief. As you no doubt figured out, I'm not very savvy when it comes to technology. I very much appreciate what you taught me through this exchange. Thanks for hanging in there with me.
