Email Preferences in Workgroup Manager not properly adding accounts?

Hi all,

I have email preferences for users (mainly 10.6 but some 10.7 clients) setup through workgroup manager in Lion Server. Whilst is successfully creates accoutns filling in the shortname and domain properly it also seems to create an account with the shortname code. This creates two accounts for the user one correct (user@domain.com) and one incorrect (%@@domain.com) like in the attached image. The issue doesn't affect all users but there is no noticeable pattern...

Is anybody aware of what may be causing this issue as it can be quite annoying to have a broken account repeatedly reappear? Thankyou.
