Q: New Iphone4 and bluetooth is not working!!!

Correct. this has never been a featire of the iphone/ipod/ipad.It supports bluetooth for stereo headsets/speakers, handsfree telephone, some keyboards, some apps from the app store and internet tethering if provided by the carrier.
It does not connect to other phones/computers.
