Are you now trying to activate the iphone - if so, how is it that it's already linked to an Apple ID, and linked to what?  iCloud or itunes store?

If you installed iOS 7 without legitimately getting it from Apple by signing up as a Developer, that would explain it.

i'm trying to restore+upgrade to iOS bate 3 and i'm geting the same problem.

my apple id and my password is good and perfectly working.

Downgrading the iOS isn't supported so that may have caused the problem.  If you're a developer you can ask over in the developer forums.

There is no support from Apple supported(worker). only form pepole not related to apple.

See, you are being an Apple developer presumes that you are smarter that all of us together. You are the one who can support us. We are just regular users. In that case nobody can afford to keep support for people like you. Simple reason - support people get paid ten times less then developers. But hey, may be you can provide free support, once you find how to fix problem. There multiple people here and probably all over Google, with same problem. Not all of them registered as developers.

Basically you tried to upgrade your phone to iOS 7 before adding the UUID to the developer portal.  I think you may have to wait until official release before you can properly activate it.
