I have 4 app updates on the app store. When i click update all, the app store requests me for billing information. And after i filled the security code, it shows "your payment method was declined. Please enter another payment method". Why do i have to pay for app updates? I thought updates are free?! Please help.

You should not have to pay for updates.
Make sure you are using the same Apple ID used for the original purchases.
In that case, i cant update the apps. I don't know why do i have to provide billing information for the updates. And yes, i am using the same Apple ID.
It is a security issue. Until you can correct the issue with the payment method, Apple cannot determine if you are who you claim to be and likely won't allow the updates until it can verify that you are you.
A similar thing happened to me yesterday. I am accessing the iTunes/Mac App Stores from a new Mac and they neither would work for me, just to look at things to help with a solution to someone else's problem, I wasn't even buying or updating, until I verified that I am me by updating my listed bank card.
OK. If they will charge me, will Apple release the hold?
It isn't going to charge you for an update, it just wants you to verify the informatiion so Apple knows that this is you in control of your account.
