The display option in preferences does not give me an option to change resolution. My eyesight isn't good, so I need to change the resolution to make everthing bigger - icons, fonts, etc. I have a generic monitor plugged into my mac mini through a vga adaptor. How do i do this?

As you have OS X Mountain Lion, first you have to modify a setting in order to change the resolution. Open System Preferences > Displays, and select Scaled, so you will be able to choose which resolution you want
Press and hold the Option key and then click n the Scaled line. All available resolutions will then be listed.

Yo can try an app like Display Menu form the Mac App Store. However, as I said not all resolutions are available.
The best resolution is the native resolution of the screen which appears to be 1920x1080
