I opened Safari and entered 'NASA.gov' and the web site came up. I do not use Chrome. It also came up in Firefox.

Works for me. Can you tell us what version of the Mac OS you are running, and what version of Safari?
I no nothing about Chrome--tried it onece and didn't like it--but Safari can do strange things if extensions are enabled. Go to Safari Preferences and click The extensions tab. For testing, turn off all extensions and see if the problem goes away. If it does, turn them back on one at a time. IF the problem comes back, your've found the problem child.
Are you running any third-party anti-virus or internet security programs? Most make a mess of Mac functions.
When you say that you're "unable to open" the site, what does that mean? What happens when you try?
It's possible that this could be a problem with your DNS. It may not be resolving the address properly. Try going through the following troubleshooting article:
