Q: billed but no app

I have spent 60 min in "Apple Support", to get around an INR 60 app less billing. Trying to download a paid app. Have been charged INR 60 for an INR 550 app. No sign of the app. Is there somebody at the end of this support labyrynth who can anull the billing and doa refund?

If you have only been charged INR 60 for an app that was supposed to cost INR 550, either you selected the wrong app or the iTunes Store had an error in processing the purchase. Go here:

http://www.apple.com/emea/support/itunes/contact.html

to report the issue to the iTunes Store.
