SIRI is not responding (functioning) on my iPhone 4s. SIRI is turned on under Settings/General.I press, and hold, the Home button but nothing happens. I also noted that my screen does not go dark when i put it to my ear. 'Raise to speak' is also on. Any ideas why?

I was having the same Siri issue and my first thought was to restart the phone. Didn't work. Found a secondary control for the home button in settings though that fixed my problem.
Settings>Accessibility>Home button>And then checked 'Siri' under 'press and hold to speak'
Just one thing to check before doing a factory reset;)
Try a reset, no data loss. Hold down the home/sleep button together until you see the apple logo and then release, then wait for the phone to boot back up.
also check restrictions.
Sounds like your proximity sensor is out. That alone means you need a repair. With Siri though, you should try the three r's.
Restart - Power device off and on
Reset - Hold home and sleep/wake (power) button
Restore - Use iTunes to set the phone back to factory defaults.
Don't forget to back up your iPhone.
Check Settings > Privacy > Location Services. Many of Siri's features require location services to be on.

I had the same issue. Rebooting solved it, thanks.
But the deeper question is: why is a reboot necessary? Why is Siri essentially crashing so frequently?
I noticed that when it didn't work before there was a small bluetooth symbol next to the Siri button which listed both the phone and my Pebble watch in it. Regardless of which option I chose Siri would still remain nonfunctional/jammed.
Clearly Siri isn't much use if it's not there when you need it.
Our iphone is just like a mini computer. Sometimes it requires a reboot to resolve the issue, or simply by power it off and on would help.
I was facing a $19 fee when I tried this site. Re-boot brought Siri out of a deep sleep. Thanks, Foch
