I recently bought a new pc and my itunes library is now empty. How can I download my Ipod touch content onto itunes?

The ipod is not a backup storage device. The sync is one way - computer to ipod. The exception is itunes purchases. File>Device>Transfer Purchases
You should copy everything from your old computer, or your backup copy of your old computer, to your new one
