Q: What does error 4251 mean. This appeared after trying to burn a CD-R from the Playlist?

Twice I have tried to burn a back-up copy on a CD-R and failed. It starts burning the first song from the Playlist and then "Cancelling Burnng...." appears and then it shows the error message of 4251. The disc is then unusable as I cannot format it as "The Disc is write protected". Your assistance would be appreciated.

Try running iTunes Diagnostics to see if you can get a little more information about the problem, just click Help in iTunes > then Run DIagnostics, see this for more details -> iTunes for Windows: Gathering and using iTunes Diagnostics

This other doc will help you interpret the results a little -> iTunes for Windows: iTunes Diagnostics, CD/DVD Drive Tests

Let us know what you find, you can even copy and past the CD/DVD drive diagnostics in a response.

Run itunes as administrator, worked for me to resolve this error when burning.
