Apple doesn't tell us when a service will be under maintenance, or at least, it's not usual. As stated by other users, this maintenance will be longer in the Apple Developer website, so you will have to wait more time than with an usual maintenance status.

I'm registered as an Apple developer and I haven't received any email notifying me about maintenances.

As I told you, there may be exceptions and Apple forgets or doesn't tell you that Apple Developer is going under maintenance. The only thing you can do now is to wait because we don't have any data about how long maintenance will be

I will have a look when Apple Developer is up. Be patient.

Apart from Apple Developer, I don't think Apple notifies us about maintenances but with exceptions. For example, in these forums, hosts post a note where they tell us the date when these forums will be under maintenance, but they don't tell us when they will be back.
