I signed up for icloud beta for iWork and I tried to look at the pages on my ipad and it said:"Upadate Safari Browser" I am not sure how to do that?

Open the "App Store" app and tap the "Updates" tab at the bottom of your screen.
The safari browser on an iPad cannot be updated without an iOS update. I'm thinking that you are trying to download Pages using Safari? If so use the App Store app instead. Safari is not used to download apps.
iCloud (production or beta) is not available via Safari on an iOS device. It is directly integrated with the apps that use it. To access the iCloud site via a browser, you nee to do so on a computer.
