folders in iCloud iWork?

No currently there is no way you can do that on the web. Only on Mac and iOS. However iWork for iCloud is in beta, which means that it's still in development so this feature will be added shortly.

You can drag one document over another, and release. This creates a folder with both documents within. You click once on the name "Folder" to customize.
