I've got the last known location, which I've never been to/ know anyone in that area, but it's been off line for 13 hrs now. . . Ive locked it with with "find my iPhones" lost mode setting, but still nothing. . . Is there any thing else that I can do to recover it? And can someone completely wipe/ reset the phone to factory defaults without the "find my iPhone " pass key?

That's all you can do, except maybe report it to the carrier so they can blacklist the phone by IMEI. You cannot take further steps to track or erase other than what you've already done.
To answer your last question, yes someone can restore the phone to factory settings without logging into find my iphone and if it has been offline for a while then that is most likely what they have already done unless it's turned off or dead. Sorry 😟
Oh and it also needs to be either connected to wifi or have a cellular data connection.
