I hate that I can not permantly delete apps from icloud.

I hate that I can not permantly delete apps from I cloud. When I first got my iPad I dowlnloaded lots of games most were rubbish and instantly deleted but they are forever in my purchases. Apple please let me choose which apps I deem worthy of keeping
