Normally this error means a secure connection to the iTunes Store has failed. Try the steps in the article below as it may help resolve this issue.

If the issue persists, further troubleshooting may need to be processed. Be sure to disable any security software installed during troubleshooting. Also, test the results after every troubleshooting step processed.
