I purchased a $20 iTunes card for my niece April 26th 2013, sent it to her VIA email. She still has not received the email to redeem the iTunes card, yet I was billed for it on my credit card. How do I re-send it?

I purchased a $20 iTunes card for my niece April 26th 2013. I sent it online through iTunes store via to her email. She has not recived the email to redeem her $20 card. Yet I have been billed for it by apple, can anyone please advise me on how to re-send it to her? or how to get a refund?
