Why can I not find any photos in my icloud account

If you mean photo stream photos, they can only be seen on an iOS device or computer that is signed into your account with photo stream enabled. You won't see them on icloud.com if that's where you're looking.

And if you are not refering to photo stream,

then icloud does not store photos that you can then view using a browser. The only photos that end up in icloud (aside from photo stream) are the ones from camera roll that are included (if turned on) in an icloud backup. Once in the backup, you can't view them in any way except for restoring the entire backup to the device.
