Changing App Store Country on iPhone 3 (iOS 4.2.1), no computer

An iPhone 3 in Italy has ended up with the Dutch App Store (in Dutch, which we don't understand), instead of the Italian one -- how do we switch it using only the iPhone -- there is no computer available?

Long story short: Gave my mother in law, in Italy, our old iPhone 3. We needed to activate with her Italian SIM, so we bowered a guest's Macbook (the guest is a Dutch resident and was presumably logged into a Dutch iTunes account and has now leftt) to activated (Backup/Restore settings) -- the activation itself worked fine.

Unfortunately I am now back in the US, so I have to remote debug this for a very technically challenged person. My guess is that when the activation happened, some App Store setting got set to the Netherlands -- is it as simple as making sure she is logged in with an Italian (address/credit card) Apple ID?

(Re-activating it with anaother, Italian based computer/iTunes is not an option, because beleive it or not, on the tiny island she lives on, no such thing exists: certainly not with iTunes installed and a working interenet connection.)
