For most people it isn't constantly glitching so hence all the hype.
So if you have turned iMessage off and back on, confirmed you have a good WiFi connection, Reset it, Restored in from Backup, Restored it as new, and it still doesn't work then get it serviced under your warranty.
As far as notifications, if you have a WiFi only iPad Mini and it goes to sleep mode it loses the WiFi connection and you will not be notified of an incoming iMessage. Unless you have it plugged into power.
