It should be an https address, and if you're being referred to it then there is probably an issue with your account or payment method.

You don't need to pay for updates or free content, however if you owe the iTunes Store any money, or your current payment method is invalid, or Apple want to check that you're using the correct store for your region then you might need to add a valid payment or contact iTunes - Official Apple Support to resolve things.
