It should be an https address, and if you're being referred to it then there is probably an issue with your account or payment method.

You don't need to pay for updates or free content, however if you owe the iTunes Store any money, or your current payment method is invalid, or Apple want to check that you're using the correct store for your region then you might need to add a valid payment or contact iTunes - Official Apple Support to resolve things.

Has it been more than 48 hours since you contacted them ? If it is, and if you haven't a reply (apart from the initial acknowledgement email), contact them again - there isn't anything that we can do to potentially fix your account

Having same dang issues!!!! Check your purchase history because I did and found that I was double, triple+ Billed when the errors happen I had just selected confirm! Never got any answers. By the time Apple talked to me it as working until I hung up with them! It's gotta be the store!
