Apple Event: May 7th at 7 am PT
My iPhone 4S was dropped in a toilet with just toilet water for about a minute or less, it went completely black - I didn't have to turn it off. Now it is not turning on. It has been sitting in rice for about 8 hours. What do you think?

I think you would have been better off not trying to turn on the phone again for at least a few more days. It's most certainly fried now. But don't beat yourself up, even with putting the phone in dry rice or a dessicant for days, the chance of the phone working again are still negligible. Not zero, but I doubt even in the double digits.
In any case, you can bring your phone, and $199 to Apple for an out of warranty replacement.

If you have AppleCare+ it would cover this kind of damage for about $50. Otherwise an out of warranty replacement for the 4S through Apple is $199.
Right away, go to a home depot and get damp raid. stick it in there over night. It worked for me. I plugged it into the charger and it was fine.
