i recentley did the IOS 6.1.3 update on my ipod amd im having issues with the messaging.. it wont send the messages and i cant recieve any. it will only work when it wants too. and i cant restart/turn it off. what do i do???

You may have to go to steps 2 and 3 above
1 - iOS: Not responding or does not turn on
2 - Also try DFU mode after try recovery mode

3 - If not successful and you can't fully turn the iOS device fully off, let the battery fully drain. After charging for an least an hour try the above again.
4 - Try on another computer
5 - If still not successful that usually indicates a hardware problem and an appointment at the Genius Bar of an Apple store is in order.
