All of a sudden when I log in to my account it says all my devices are off line but they are not. I can't locate any of them in find my phone. Has anyone else had is problem?
Try turning Find My iPhone (iPad/iPod) off in Settings>iCloud on one of your devices, then after a minute or so turn it back on. If this works, repeat it on your other devices.

How in the world does this help? ...especially if you've lost your device.
It restarts the Find My iPhone service on the device. And The OP never said he/she didn't have the devices, just the the we're showing as being offline.
I tried that on 1/30/15.
It was no help.
I suspect a server problem
