Q: no storage available

I've purchased extra storage but my phone still wont allow me to download anything or take photos unless I delete things, am I doing something wrong??  I received confirmation email to say it would be £14 a year but still not available.

iPhone 4S, iOS 6.1.3

That message refers to local storage on the phone, not iCloud storage. You will need to delete content on the phone in order to install new content.

I short, yes. When you check: Settings - General - Usage - ??? Does it account for the majority of your iPhone space there? When you connect the iPhone to your syncing computer, does it show a large amount of "Other" in the status bar at the bottom? (>1gB)

it says I have 264mb available and 13.3 GB used.  I cant check on computer at mo but will later.  So my phone backs up to Icloud so even if I delete music etc from my handset it will always be in icloud is that right???

Music?  No.  Music is not stored on icloud unless you subscribe to itunes match.

To delete files on your device:

    Delete apps you don't use.

Delete videos you don't want (these take up a lot of space).

Do you have a lot of emails stored on the device?

Are there apps that store data files, like a PDF reader?  If there are a lot of these, you need to delete some.

But for videos and photos, always sync them to a computer first to archive them.

The bottom line is that you need to remove data and/or apps on your device to make more storage available.
