My new Apple original charger A1265 for iPhone 5 burned out with smell

My new (4 months) apple original charger A1265 s.n. 1X2435AN6E8QZ for my new iPhone 5 ( from one purchase) got burned during normal charge. Fuse of house flipped down. Full short circuit with bad smell of burned elements inside the charger. The USB Port next to cable became burned black.

I can see same happened to others on this forum.

Is it Apple's liability to replace it?
