How do I transfer my iTunes library to a new computer (not a MAC computer)?

I didn't know where to post this since no ategory listed fit, so I thought I'd give it a shot here. It wants me to call Apple support to transfer my iTunes library to my new computer, but I can't do that because I don't own a MAC. Can anyone here help me?

iTunes- Back up your iTunes library by copying to an external hard drive then connect the backup drive to your new computer and restore the library.
