I believe the best way to do this will involve changing the country for your Apple ID so that it matches with the gift recipient, and then purchasing the gift for them. The instructions for changing the country for your Apple ID can be found here:
Change your iTunes Store country
Sign in to the account for the iTunes Store region you'd like to use. Tap Settings > iTunes & App Stores > Apple ID: > View Apple ID > Country/Region.
Follow the onscreen process to change your region, agree to the terms and conditions for the region if necessary, and then change your billing information.

Sorry, but it is not possible to give an iTunes gift to someone in another country. Gifts you buy through your own iTunes Store account or gift cards issued in your country are valid only in your country.

It is prohibited by the terms of the iTunes Store for someone to use any iTunes Store from outside of its country, and even if those terms did not exist, Adam would need to have a credit card issued in that other country and with a billing address there to make a purchase.
