unable to access downloaded Adobe reader for PDFs

I keep downloading Adobe Reader but when trying to open PDF files I am told I need to download it. Perhaps I missed signing the user agreement but unable to get back there to do that.

MacBook Air, OS X Mountain Lion (10.8.1)
