I am trying to create new Apple ID's for students to download free apps but "None" not a billing option anymore. I have tried both on a computer and on an iPad. Any suggestions?

Thanks for the link but I already tried the steps in this article bfore submitting my question and the "None" option was not offered using either method(computer or mobile device). Do you have any other ideas?

I have tested these steps numerous times and every time it results with a None option, so I can only submit that you are making an error in the steps.
Remember, this is to create a new Apple ID, not to create a new iTunes account using an existing Apple ID.
