OSX Server does not function

I have quite an interesting problem with my server, the services does not work! I downloaded mountain lion, then later decided to pay $21 for the server version for some web development since web sharing was depricated. After I open it, It wont let me log in with any account (including root and administrators), and I used to be able to log in. When I was able to log in, the services that I wanted to use were toggled on and had a green status light, but it would not actually work. If I visited http://localhost I would not see anything. If I look in activity monitor right now, there is no apache, apache2, or httpd process. At one point, a while ago apache would launch then fail instantly. Im not really sure whats wrong here, and I would really appreciate an answer. (Lets hope it doesent come down to reimaging my computer!)
