I need to monitor someones SMS on an iphone 4 due to certain things. Is there something out there that I can use to type in a phone number and see what they have done?

No. This would be a huge privacy and security issue if it were possible and most likely illegal to do without the persons knowledge.
There is no way you can do this from an iPhone, at least not without jailbreaking if even then, and such monitoring would be illegal in many parts of the world.

Well actually there are a lot of programs out there that can do that, but they all cost money.
The only apps that claimed to do that I'm aware of were fakes. Again, monitoring someone's SMS without their knowledge and permission is illegal in many areas.
Yes. Money is a common form of payment for things. You may have heard of it. People provide services that you want, and you pay money to get them. It's an age old practise. You should try it.
Anyway, they won't work on an iPhone without hacking it.
