If both computers happen to have Firewire ports, then you can do this using Target Disk Mode rather than DVD sharing.

I got both computers working via DVD Sharing, but where things seem to stop working is when I restart the to Factory Reset, I hold the "Option" key but only one disk shows up.

Yea, i tried this. Where things seem to not work is or where I'm having the problem is on Step 6.
I hold down the "Option" key but a list doesn't pop out only "Macintosh HD" does.

No, that cable won't work. You need to do this via Ethernet or Wireless network connection since the other computer is not a Mac. You cannot connect a Mac to a PC by USB or Firewire cable.
