Why do bookmarks sync so frequently?

It seems that bookmarks begin syncing as soon as I access the bookmarks menu. Consequently, my reading list will not update after I have read something and if I try to add to or edit my bookmarks, I get the "bookmarks are being synced right now..." error. I've tried force quitting Safari and rebooting my ipad to no avail. I find myself frustratedly re-hitting the read item in the reading list until it finally goes away. I'm probably just making it worse. I don't understand why bookmarks need to sync so frequently. Can anyone tell me why his happens and/or how I can change it?
