I am not good at figuring out technology so this is really frustrating... someone please help or at least what do should i do if nothing works?

By restarted it do you mean a soft-reset : press and hold both the sleep and home buttons for about 10 to 15 seconds (ignore the red slider if it appears), after which the Apple logo should appear (you won't lose any content, it's the iPad equivalent of a reboot). If not then try that and see if it helps.

My iPad mini just locked up and your solution just resolved the problem.
Pressing and holding the Sleep and Home buttons for 10 to 15 seconds.

What if, by some awkward science, it freezes when it's trying to reset? It's been on the same loading screen for over 7 to 8 hours.
