Can I download windows 8 to my Mac 10.7 version
MacBook Air, Mac OS X (10.7.4)
I don't know if I can update to 10.8 my self ?

1. You need to upgrade to 10.8 and have a compatible Mac.
2. You can. Back up your data and buy it from the Mac App Store.

You need Bootcamp 5 and a supported Macbook Air model (2011 and later models) to install Windows 8. You need to be running atleast 10.8.3 to run Bootcamp 5.
You can update to ML via the App Store:

See if you can return your windows 8 CD. Mountain Lion still supports windows 7, but so does Lion. I believe you have 72 hours to refund ML,http://www.apple.com/support/mac/app-store/contact/ , if you wish to do so.
I did buy it from best buy and they said that they are not gonna return it once I open it :((
