That is not a fact. Apple will not and cannot do that. The easiest way to be sure of that is that there was a charge. Don't believe any of that. The only way to restore a disabled device is the way described here earlier, and that is to restore the device. You can restore your backup afterwards. See these instructions. If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
Do you work with apple?
If so please add other ways because i made a new passcode and got dizzy and forgot it and i left my computer in a different country cause i just came here like 2 weeks ago and now I have no ways of undisabling it,im staying here for about 2 months

If the phone has been disabled from to many attempts at entering the passcode lock, then the answer is no. The only way to regain full use of the device is to put the device into recovery mode and restore it via itunes
No, the only way is to follow the directions in http://support.apple.com/kb/HT1212 by restoring via recovery mode, all of which requires a computer running iTunes. And, it may take more than one attempt to get the restore to work fully.

Do you have access to an Apple store? If so, make an appointment by phone or email at the genius bar. Often they will help you with a restoration of the disabled iOS device. Especially if you make an appointment during a non-peak period such as middle of the afternoon on a week day. Dinner through prime time and weekends are very busy times for them. But they do a great job of trying to be helpful so give them a chance to help you.

Actually, Ralph's post is not correct:
If you are using Find My iPhone, you can use Remote Wipe to restore your device. If you have been using iCloud to back up, you may be able to restore the most recent backup to reset/remove the passcode.
No computer needed.

THIS METHOD WORKS:
ALL YOU HAVE TO DO IS TO CONNECT YOUR PHONE TO ITUNES AND CLICK "SYNC" THEN QUICKLY CANCEL THE SYNC BY CLICKING THE SMALL x UP TOP. AND BOOM. PHONE IS NO LONGER DISABLED AND NO DATA IS LOST!!!!!!

That is nice if you have access to a computer. This was a discussion where there was no access to a computer.
I know this, I can read. And this post was a couple months ago so I would hope the issue was resolved. I was simply posting for the people who stumble into this discussion thread, like I did, who are disabled and want to restore without losing anything. After a little bit of youtubing I found this method and it worked like a charm.
