In OS X an app takes all the RAM automatically. That said: GarageBand is a 32-bit application, it will max out at a bit below 4GB.

I'm almost sure Logic Pro has had a 64 bit mode for a long time. Logic Pro X is completely 64 bit.
And if you want Garageband to have access to all 4Gb you should have 8 installed, remember it's all shared and if it gets filled things get swaped.
