My phone got wet and I cannot "slide to unlock". I know the passcode but cannot get to it since the "touch" screen is not working. I have a new phone but would like to get the pictures off the old one before I return it. Any thoughts?

Plug into computer, if you have windows go to my computer and right click on your iPhone under the devices with removable storage and select import photos and videos. Then replace it. You won't be able to back it up in iTunes without unlocking it and if the touch screen doesn't work, you can't unlock it.

If you have ever synced the phone to your computer you can just connect it to your computer and copy the Camera Roll to it using any photo management app. You will not have to enter a passcode.

Credit for what? Water damage voids the warranty and your data is your concern, not Apples. It is always up to you to back up and protect your data, and to do so before something happensSo you have that insurance in hand.
